About Us

The Clark Resource Council was formed in 2004 in response to threats to the area from the gas and oil industry. We are a proud affiliate of Powder River Basin Resource Council.
Our goal is to alert citizens of any threats to the natural treasures of the Eastern Front of the Beartooth Mountains. We are dedicated to preserving the natural splendor, wildlife, recreational opportunities and quality of life on the Beartooth Front.
Deb Thomas
Deb is a Red Lodge, Montana, native who has lived in Park County, Wyoming for much of her life. She now
resides in the Clark area and serves as communtiy organizer for the Clark Resource Council. As a landowner, Deb—along with husband Dick Bilodeau and son Quinn—has spent the last 10 years working to protect her community and the beautiful public lands on the Eastern side of Yellowstone Park.
As pressures mount to maximize extraction of our fossil fuel resources, we must not lose sight of the beautiful lands affected. My goal is to help people gather the information and tools they need to protect their lands, both
public and private, and their way of life. We cannot rush into rapid development at the expense of our clean air and water. Our lands and natural resources must be protected for the other creatures we share them with, and for future generations.
